International Aspects and Implementation

1. There is an overwhelming offer of scientific and technological assistance, argeted for a global community which may be regarded as substantial support fot the dictum 'think globally, act locally'.
BUT, and that is the question -
2. what is the overall 'concept' behind GLOBE? This has to be answered, in order to get the approval of foreign countries (this is critical)
a) probably the computer industry may have a profit
b) probably the scientific community may have a profit
BUT, it has to be shown that the gloabal comunity will profit to a much higer degree, because there is a fututure related target that will be shared by many countries.

Therefore, it may be helpful to show that GLOBE is part of a more complex approach. There must be a Super-Highway-Autobahn of good arguments.

1 Decreasing demand for products in national economies; transnational companies will leave national economies, to avoid being "fossilized" 5 Changed societal and political structures, different forms of getting through the growing internationali- zations  of the problem structures, simul- taneously people will be oriented on their local areas; disarrays in poltical awareness 3 Regionally different increase and consumption of resources;

2 National economies are insufficiently prepared for global competition; therefore they have structurally conditioned unemployment 6 The process of decision-making struc- tures have yet not been adapted to the new structures 4 Socio-economic processes are responsible for the grow- ing environmental problems:

7 GLOBE and  international forces;  the economies ask for the utter use of human resoursces. Education and economy will appraoch each other. Facts and knowledge of the globe are necessary in order to get global competence for acting; transnational mobility.
                       
9 The individual must accept more responsi- bility. In order not to be alien- controlled, you have to practice self- control and responsibi- lity. Education must care for the norms of acting and values - on a local and global scale. 8 To find a balance between economy and ecology: Principle: the cultural and natural world are closely connectd and must be seen, evaluated and treated by ethical principles
